LABOUR QUESTION IN SPANISH AFRICA.
CHINESE LABOUR FOR FERNANDO PO.

In view of the shortage of labour in Spanish Guinea and especially on the Island of Fernando Po, the Spanish Government, while still seeking to increase the numbers and efficiency of local labour by improving living conditions, recently decided to import Chinese labourers to Fernando Po. A Decree of 25 September 1928 lays down the conditions under which such workers may on arrival be supplied to employers.
Agriculturists of Fernando Po who desire to employ
Chinese workers must make application to the Governor-General, giving details of the size of their plantations, the means of communication with them and the accommodation they can
provide for Chinese workers. A committee consisting of the Colonial Superintendent, a doctor and a representative of the farmers is to be established to study applications sent by employers, and if necessary to visit their plantations.
The authorities are to supply Chinese labour by preference to employers whose plantations are situated at a relatively high altitude and possess reasonably satisfactory accommodation. 1
